An interesting twist in the suspected new lower-power DEW Attack blasts being aimed at everyday persons, homes, businesses, in attempt to wreak havoc / disaster-capitalism and also normalize the odd effects of energy weaponry, to smooth future use against general awareness and uprising.
HUTCHISON EFFECT, caused by DEW Attack, is known for ‘collateral damage’. The energy beam sometimes misses target, is sometimes redirected / reflected; John Hutchison himself notes this anecdotally many times across dozens if not hundreds of interviews.
